a. Power tools, home maintenance tools, landscaping and/or yard maintenance equipment, excluding when used for emergency work, shall not be operated on a residential property between the hours of 8:00 p.m. and 8:00 a.m., unless such activities can meet the applicable limits set forth in Tables I, II and III. At all other times, the limits set forth in Tables I, II and III do not apply. All motorized equipment used in these activities shall be operated with an original, properly functioning, manufacture installed muffler and/or sound reduction device or an original equipment manufacturer (OEM) acoustically equivalent muffler and/or sound reduction device.

7. Outside that overnight window the numeric decibel limits do not apply at all, so daytime yard work, including gas leaf blowers, is unrestricted by decibel level, only by the clock. Complaints are handled by a Noise Control Officer or Investigator, who can verify a clock violation without a sound meter but needs a certified meter to test decibel compliance during permitted hours.

Running yard equipment on residential property between 8:00 p.m. and 8:00 a.m., or running it with a removed or defective muffler, draws a Notice of Violation for a first, minor offense and up to a $2,000 civil penalty per offense under § 3-2.11 and N.J.S.A. 40:49-5 for a repeat or non-minor one.
