Between 10 PM and 7 AM the exemption ends and the 55 dBA residential cap applies (Sec. 13-82); unreasonable overnight operation can also be cited under Sec. 13-57. South Bend sets no decibel rating, gas-versus-electric mandate, or day-count limit for leaf blowers.
Daytime leaf-blower use is exempt and not penalized. Overnight use that exceeds 55 dBA (Sec. 13-82) or is otherwise unreasonable (Sec. 13-57) draws fines ranging from $50 up to $2,500.
