Outdoor and event music in South Fulton is governed by the general sound-level limits and the party-noise and amplified-device rules in Sec. 6-3003. Music cast outdoors cannot be plainly audible beyond the distances in Table 1 or, where the property line is farther, beyond that boundary (Sec. 6-3003(b)(1) and (b)(3)). The decibel caps in Table 1 apply by zone, distance, and time. The code carves out exemptions for organized public events: Sec. 6-3004(a) exempts noise from municipally sponsored or approved celebrations or events from the limits in subsections 6-3003(a) and (b), and Sec. 6-3004(b)(8) exempts events with amplified sound operating within the time and volume parameters of an approved special administrative permit. Organized band or sports-league activity sponsored by a school or the city is also exempt under Sec. 6-3004(b)(5). For very large outdoor or indoor venues, Sec. 6-3003(d) sets a special standard: places of public entertainment holding 5,000 or more persons may not exceed a 95 dBC ten-minute average during daytime hours, dropping to 55 dBC at other times, measured 500 feet from the sound board (or the property line, whichever is less). Outdoor music exceeding the limits, absent an exemption or permit, is enforced by citation under Sec. 6-3008. Minimum fines are $200 (first), $500 (second within 12 months), and $1,000 (third within 24 months). The court may also order immediate abatement of the sound source.
