Quiet hours in San Bernardino County, CA — also called the noise ordinance, nighttime noise rules, or residential quiet time — define the hours during which excessive noise is prohibited.
In unincorporated San Bernardino County, the Development Code sets a nighttime quiet period of 10:00 p.m. to 7:00 a.m., when the stationary-source noise standard at a residence drops to 45 dB(A) Leq from the 55 dB(A) daytime limit. A separate County Code section also prohibits disturbing or offensive noise at any hour.
Unincorporated San Bernardino County does not use a single 'quiet hours' curfew that bans all sound after a set time. Instead, the County Development Code, Section 83.01.080 (Noise), establishes lower nighttime noise standards. For a residential receiving land use, the stationary-source standard is 55 dB(A) Leq from 7:00 a.m. to 10:00 p.m. and 45 dB(A) Leq from 10:00 p.m. to 7:00 a.m. (Table 5, Noise Standards for Stationary Noise Sources). The 10:00 p.m.-7:00 a.m. window functions as the County's effective nighttime quiet period for ongoing noise sources. Brief exceedances are allowed on a sliding scale: the standard may be exceeded by 5 dB(A) for up to 15 minutes, 10 dB(A) for up to 5 minutes, 15 dB(A) for up to 1 minute, and 20 dB(A) for no period of time. Separately, County Code Section 24.0705 (Disturbing, Excessive or Offensive Noise) makes it unlawful at any time to make noise that is disturbing, excessive, or offensive to a reasonable person, including yelling, loud music, or amplified sound. Short-term rentals are subject to additional nighttime noise rules and outdoor monitoring under Section 84.28.070(h).
A complaint under Section 24.0705 generally must be supported by declarations from two neighboring inhabitants, unless an enforcement officer personally determines the noise is disturbing. Animal noise, short-term-rental noise, and ongoing stationary-source noise are handled under their own code sections and can lead to abatement letters and citations.
