Subsection (2) targets parties or gatherings from which noise emanates at a volume or nature that disturbs the peace, quiet and comfort of neighboring inhabitants and is found unnecessary or unreasonably loud. Section 14-3 defines 'unreasonably loud' as noise a reasonably prudent person would find substantially incompatible with the time and place, and 'plainly audible' as sound whose content, such as speech or musical rhythm, is unambiguously communicated. Section 14-11 exempts safety signals, church bells, parades and constitutionally protected demonstrations, noisemakers and fireworks on listed holidays, outdoor athletic events, farm equipment and firearm discharge.

Section 14-12 lets anyone apply through the Rowan County Planning Department for a 'permit to exceed' at least three calendar weeks before the next county commission meeting; the department mails notice to owners within 100 feet and posts a sign at least 10 days before the board decides, and the board weighs timeliness, the nature and time of the activity, the applicant's history, and effects on nearby residential areas. Section 14-21 puts the Sheriff's Office in charge of enforcement, with noise plainly audible at 100 feet treated as prima facie evidence of a violation, while the Planning Department processes permits to exceed.
