Quiet hours in Grand Rapids, MI β also called the noise ordinance, nighttime noise rules, or residential quiet time β define the hours during which excessive noise is prohibited.
Grand Rapids enforces quiet hours from 10:00 PM to 7:00 AM under Code Chapter 9. During those hours, sound plainly audible at the property line β particularly from amplified audio, parties, or vehicle stereos β is prohibited. Daytime noise that unreasonably disturbs neighbors is also actionable.
Grand Rapids regulates noise under Chapter 9 of the City Code. From 10:00 PM to 7:00 AM, the ordinance applies a "plainly audible at the property line" standard: if sound from a radio, stereo, television, musical instrument, or other audio device can be heard at the boundary of the source property, that is sufficient evidence of a violation. The standard applies to private gatherings, vehicle stereos parked at residences, and outdoor amplification on porches and patios.
During daytime, enforcement shifts to a reasonableness test β noise that disturbs the peace and quiet of a reasonable resident may be cited even if it would not violate the plainly-audible rule. Construction noise has its own time windows (see related ordinances).
The Grand Rapids Police Department handles noise complaints. Repeat complaints at the same address may trigger code enforcement referral and, for rental properties, action against the rental certificate.
Civil-infraction noise tickets typically start at $100 for a first offense and rise to $500+ for repeat offenses within a 12-month period. Tenants and property owners may both be cited. Repeated violations at a rental property can trigger rental-registration review. Equipment may be impounded.
