Full Breakdown

Chapter 253 prohibits the discharge into the open air of the exhaust of any internal-combustion engine except through an adequate muffler or other device that will effectively prevent loud or excessive noises. The rule expressly reaches engines powering motor vehicles, motorboats, watercraft, vessels, chain saws and lawn mowers, so illegal exhaust cutouts, defective mufflers and loud modified pipes are violations. New Jersey Title 39 motor-vehicle law also independently requires working mufflers on registered vehicles on public roads.

Violations & Fines

A Chapter 253 conviction carries a fine up to $2,000, up to 90 days jail and/or 90 days community service; each day is a separate offense. Vehicle offenses may also draw Title 39 summonses.
