Jacksonville, FL Noise Ordinances: Vehicle Noise (2026)

Sec. 701(a) lists a set of 'minor violations' that the Jacksonville Environmental Protection Board's Department staff can ticket directly, without the full case the Board would otherwise build under Chapter 360's Part 4. Several of those items target vehicle-related noise specifically. Item (39) makes it a minor violation when work performed on motor vehicles in Class A or B land produces sound exceeding the dBA levels set by the Board's rules. Item (40) separately makes an improper exhaust system on a motor vehicle its own minor violation, regardless of the sound it actually produces.

Item (41) singles out refrigerated trucks near Class A or B land: they cannot exceed 55 dBA during nighttime hours, a tighter limit than the general vehicle-repair standard in item (39). Item (42) covers horns and other warning devices, making their use a minor violation when it runs afoul of the Board's noise pollution control rules. A related item, (30), reaches construction equipment specifically, requiring exhaust systems on that equipment to be installed and kept in good repair. Every one of these draws the same $250 civil penalty per offense under subsection (b), and subsection (c) treats each day the condition continues as a new, separately punishable offense.

Because the citation authority sits with Department staff rather than requiring a Board hearing, these are enforced more like a direct ticket than a nuisance lawsuit, on top of the Board's broader Chapter 360 enforcement powers.
