Under § 26-1(d)(4)b, a person may not operate an ATV or off-road utility vehicle on county roadways without a properly functioning muffling device complying with the standards of I.C.A. § 321I.12, along with a working headlight, taillight, brakes, brake lights and speedometer. The rule only reaches ATVs and off-road utility vehicles on secondary roads the Board of Supervisors has designated for such use outside city limits: it does not set a decibel limit for cars, trucks or motorcycles.
