On top of it, municipalities regulate loud car stereos: Norristown bans any vehicle sound system 'plainly audible at a distance of 25 or more feet,' and cites motorcycles loud enough to draw complaints. Abington requires an appropriate muffling device and limits recreational off-road vehicles to 73 decibels at 50 feet.
Muffler and exhaust violations under §4523 are summary traffic offenses with fines plus costs. Norristown loud-stereo violations carry $50 to $300 fines and up to 30 days' imprisonment; each day is a separate offense.
