Greenville County Code Sec. 15-102 makes it unlawful to operate any radio, cassette, CD player, or other sound-producing device in a motor vehicle when the sound is audible 50 feet from the device. This "plainly audible" standard doesn't require a decibel meter. Penalties are set out in Sec. 15-106: a first conviction is a fine of no more than $250; a second is up to $500 or 30 days in jail; a third conviction requires forfeiture of the sound equipment, which the owner must remove at his own expense and deliver to the Sheriff's Office within 7 days. General vehicle noise (loud exhaust, etc.) is otherwise governed by state law.
