03, Additional Rules of the Road, states these City rules apply on top of the state traffic statutes and, where they conflict, the stricter provision controls. Its Accelerating Vehicles clause bars a driver from causing, by excessive and unnecessary acceleration, the tires of a vehicle to spin and emit loud noises or throw stone or gravel, or from causing any loud noise by excessive acceleration that would disturb the public peace. 02 of the Wisconsin Statutes, except in a case of emergency, meaning circumstances presenting an immediate danger to life or property.
