Worcester, MA Noise Ordinances: Vehicle Noise (2026)

Section 1A(c)(1) targets vehicle stereos directly: "No person shall operate any motor vehicle or any sound reproduction device within any motor vehicle in such a manner that the vehicle or sound reproduction device is plainly audible in a public place at a distance of 50 feet or more in any direction from the vehicle." Horns and warning devices get their own 125-foot threshold under Section 1A(c)(2), except when sounded to avoid a collision. Motorcycles get a dedicated set of rules in Section 1A(d). Subsection (d)(1) bars accelerating "in such a manner as to cause any sound which is plainly audible over the ambient noise level in a public place at a distance of 50 feet or more." Subsection (d)(2) sets fixed decibel ceilings, 82 dB(A) at 45 mph or below and 86 dB(A) in zones over 45 mph, measured by a sound level meter at 55 feet or more from the center lane, per G.L. c.

90, § 7U. Subsection (d)(3) directly addresses tampered mufflers: no person may operate a motorcycle whose "exhaust system, muffler or any other equipment or element of design incorporated into the motorcycle in compliance with federal or state laws or regulations pertaining to motorcycle noise or air pollution emissions has been removed or rendered inoperative." All of these sit under the same enforcement scheme in Section 1A(h): a flat $50 fine per violation, issued through the noncriminal disposition process under G.L. c. 40, § 21D by the police chief, city police officers, or another designated enforcing official, with no separate court process required for a first citation.
