Garland adopts the International Fire Code through the Garland Code of Ordinances and enforces it through Garland Fire Department. IFC Sec. 308.1.4 prohibits open-flame cooking devices and LP-gas containers larger than 1 lb on combustible balconies or within 10 feet of combustible construction at multi-family buildings (3+ dwelling units). Single-family backyard grilling is unrestricted. Dallas County burn bans during drought do not apply to manufactured grills.
Garland enforces fire-prevention rules through the Garland Fire Department under the Garland Code of Ordinances Fire Prevention chapter, which adopts the International Fire Code with local amendments. IFC Sec. 308.1.4 prohibits charcoal burners and other open-flame cooking devices on combustible balconies or within 10 feet of combustible construction at apartments, condominiums, and similar buildings with 3 or more dwelling units. LP-gas (propane) containers larger than 1 pound water capacity (nominal 1 lb) are similarly restricted. Exceptions: one- and two-family dwellings; buildings, balconies, and decks fully protected by an automatic sprinkler system; and listed equipment installed per its listing. NFPA 58 (adopted via the fire code) governs LP-gas storage: cylinders larger than 1 lb must be stored outdoors, upright, in a ventilated area, at least 5 feet from building openings. Indoor storage in basements, attached garages with ignition sources, or living spaces is prohibited. At single-family detached homes there is no City-level restriction on backyard charcoal, propane, or natural-gas grilling. Dallas County burn bans declared by Commissioners Court under Texas Local Government Code Ch. 352 exempt commercially manufactured grills used for food preparation; open burning of yard waste, brush, or trash is prohibited during a ban.
Use of a prohibited grill on a multi-family balcony: Garland Fire Department citation, removal order, and possible lease violation. Class C misdemeanor under Garland Code with fines up to $2,000 per day for fire-code violations under Texas LGC Sec. 54.001. Burning during a Dallas County burn ban: enhanced penalties under TX LGC Ch. 352.
