§ 32-6-75, or traditional down-lighting capped at 20,000 lumens with top-mounted, shielded fixtures. This is a higher lumen ceiling than the 12,000-lumen cap the same section places on free-standing on-premise signs under section 78-6(a)(2)f and (a)(3)e, reflecting the larger scale of outdoor advertising structures. Billboard lighting sits inside a broader package of siting standards: a permit from the sign administrator and annual fees, a 1,000-foot proximity requirement to an ongoing retail business, 2,000-foot spacing between same-side signs, a 1,000-foot buffer from historic sites, schools, churches, cemeteries, parks or playgrounds, and a height band of 30 to 60 feet measured to the adjacent road grade.

Outdoor advertising signs face a 300-square-foot cap per face and cannot be stacked. These standards apply only within unincorporated Carroll County's commercial, industrial and office-institutional zoning districts along the state routes and federal highways the chapter lists; Carrollton, Villa Rica, Temple, Bowdon, Whitesburg, Mount Zion and Roopville each control billboard lighting under their own municipal sign codes.
