Illumination. The illumination of signs, from either an internal or external source, shall be designed to avoid negative impacts on surrounding rights-of-way and properties. The following standards apply to all illuminated signs: Light Intensity. Lighted and illuminated signs shall be designed and installed so that direct light rays shall be confined to the site. Sign lighting shall not be of an intensity or brightness that shall create a nuisance for residential buildings in a direct line of sight to the sign.

Full Breakdown
Orange County's sign code (Sec. 7-9-114.4) applies to every permitted sign, including billboards, which need a Use Permit in Mixed-Use, Commercial, Employment and Industrial zones. Illuminated signs must confine direct light rays to the site and can't be bright enough to create a nuisance for residential buildings in the line of sight. Within 50 feet of a residential boundary, freestanding and lit wall signs are banned outright; from 50 to 100 feet, no side facing residential can be lit. County code also bans electronic message center signs entirely (Sec. 7-9-114.6), so digital billboards aren't allowed in unincorporated territory.
Violations & Fines
Code enforcement can cite an illuminated billboard for exceeding the light-intensity standard or for being lit within a banned residential buffer; unpermitted billboards risk permit revocation and removal.
