Full Breakdown

c of the Land Development Code allows digital billboards only in exchange for removing four existing conventional billboards from the city, and only where billboards are otherwise permitted, within 100 feet of the Interstate 95 right-of-way. Subsection v, Operational Standards, sets the technical limits that apply once a digital billboard is installed. Copy on the display may change no more often than every eight seconds, and the transition between messages cannot take longer than one second. Messages cannot move, appear to move, flash, scroll, or change in intensity during the static display period, though static graphic pictures may use unlimited color.

The display screen must provide high-resolution picture quality with pixel spacing of 20 millimeters or less. Brightness is capped at 5,000 nits during the day and drops to 500 nits from dusk to dawn, and every digital billboard display must include a light-sensing device that automatically adjusts the brightness of the sign in response to ambient light conditions. Digital billboards are also set back a minimum of 200 feet from any residentially zoned parcel and ten feet from any property line, with setbacks measured from the nearest point of the digital display to the property line.

Violations & Fines

A digital billboard operating above the 5,000-nit daytime or 500-nit dusk-to-dawn brightness ceiling, changing copy faster than the eight-second interval, or lacking a functioning automatic light-sensing dimmer is out of compliance with Section 6.10.J.2.c.v and subject to City code enforcement. A malfunctioning digital sign must be turned off or set to display a blank screen rather than remain lit out of compliance.

Frequently Asked Questions

How bright can a digital billboard be at night in Daytona Beach?

How fast can a digital billboard's message change in Daytona Beach?
Copy can change only at intervals of eight seconds or longer, and the transition between messages cannot exceed one second, per Section 6.10.J.2.c.v(a). Moving, flashing, or scrolling illumination during the static display period is prohibited.
Can any billboard in Daytona Beach be digital?
Only where billboards are already permitted, within 100 feet of the I-95 right-of-way, and only in exchange for removing four existing conventional billboard faces citywide, per Section 6.10.J.2.c.i.
