Each EMS shall be limited in brightness to a maximum lighting level of 0.3 foot-candle over ambient light levels as measured using a foot-candle meter at the distance based on the formula of the square root of the area of the sign face times 100 (sq. root of area of sign face × 100). The illuminance of an EMS shall be measured with an illumination meter set to measure foot-candles accurate to at least two (2) decimals. Illumination shall be measured with the EMS off, and again with the EMS displaying a white image. All measurements shall be taken perpendicular to the face of the EMS at a distance determined by the total square footage of the EMS face as set forth in the formula above. Each EMS must have a redundant system for controlling sign brightness, including an automatic light sensing device that adjusts the brightness as ambient light conditions change, and a backup system based on sunrise and sunset times.

(4) Separation: A minimum separation of one thousand five hundred feet (1,500') is required for off premises EMS which face the same direction and are located on the same side of I-15.
