Celina, TX Outdoor Lighting: Dark Sky Rules (2026)

Under § 14.04.502 of the Celina zoning ordinance, all exterior light sources on non-residential properties must be completely shielded from direct view at set heights along the lot line, wall- and pole-mounted luminaires must be shielded and directed downward, and all exterior lighting must be LED. Light spilling onto adjoining single-family residential lots is capped at zero footcandles, while multifamily, commercial, agricultural and industrial neighbors are capped at three footcandles. The rules apply to new development, additions of 30% or more, and to legally nonconforming fixtures that are later abandoned, damaged, or found to throw glare onto residential property above one-quarter footcandle.
