Davenport controls light spillover through zoning rather than a dark-sky designation. Section 17.09.020 of the Zoning Ordinance requires a lighting plan, luminaire specifications, and photometric plans showing lot-line footcandle readings for all non-residential, multi-family, and townhouse developments; single-family and two-family homes are exempt from the plan but still meet the lighting limits. The maximum allowable footcandle at any lot line is one footcandle. Additional security lighting above that cap must be justified with evidence. High-intensity searchlights, laser sources, and flashing lights are prohibited. Chapter 8.50 separately governs residential security lighting and glare.
