Folsom Municipal Code Title 17 requires outdoor lighting to be shielded and directed downward to reduce glare and light pollution. Lighting plans are required for new commercial development. No formal Dark Sky designation, but Folsom Lake SRA areas favor minimal lighting.
Folsom's zoning code includes outdoor lighting standards designed to minimize glare, light trespass, and sky glow. New commercial, multifamily, and institutional projects must submit photometric lighting plans showing that fixtures are full-cutoff or fully shielded with lamp sources not visible from outside the property line. Parking lot poles are generally limited in height and must have shielded house-side optics to protect adjacent residential zones. Sports-field and other high-intensity lighting requires curfews. Residential outdoor lighting does not require a photometric plan but cannot cause light trespass onto neighboring property (see light-trespass subcategory). Folsom is not an International Dark Sky Community, but the proximity to Folsom Lake State Recreation Area and open-space corridors means enforcement leans toward minimizing skyward light emission.
