SRC UDC Section 800.060 (Exterior Lighting) applies to all new development and significant expansions requiring site plan review. Fixtures must be shielded so light is directed below a horizontal plane through the lowest light-emitting point, preventing direct glare onto adjacent properties or rights-of-way. Oregon state law (ORS 455.573) also requires shielded outdoor fixtures for residential construction statewide. Salem's standards address light trespass, glare control, and fixture cutoff angles. The city does not currently maintain a dark-sky overlay district but enforces fixture-shielding requirements through the development review process administered by Community Development.
Non-compliant lighting installations identified during plan review or post-occupancy inspections must be corrected; continued violations may result in code enforcement action and civil penalties under SRC general enforcement provisions.
