Salem UDC Section 800.060 requires that exterior lighting on development sites be fully shielded, directed downward, and designed to prevent light trespass onto adjacent properties and the night sky.
UDC Section 800.060 (Exterior Lighting) applies to all new development and significant site changes in Salem. All exterior fixtures must be fully shielded (full-cutoff) to prevent glare and limit light spill onto neighboring properties and public rights-of-way. Lighting plans must demonstrate that illumination at property lines does not exceed applicable foot-candle limits for the zoning district. Exceptions apply to temporary holiday lighting and public safety fixtures. Oregon state law (ORS 455.573) further requires shielded outdoor lighting for new construction. Planning staff reviews lighting plans at the development review stage.
Noncompliance with UDC Section 800.060 is a civil infraction enforceable by the city. Property owners may be required to modify or shield fixtures; continued violations can result in daily fines.
