Section 405.550(C) sets the City's exterior lighting standards inside the off-street parking article of the zoning code, and Subsection (C)(5) is the fixture-design rule within it: all exterior on-site light fixtures must be downcast shadowbox style or low-wattage decorative fixtures, unless the Administrative Officer approves an alternative. A downcast shadowbox fixture directs light downward and shields the lamp from view at an angle, which is the mechanism the City relies on to satisfy the no-spillover and no-glare requirements in the adjoining Subsection (C)(2), since a shielded, downward-facing fixture is far less likely to shine directly onto a neighboring yard or roadway than an unshielded floodlight.

The Administrative Officer, who also handles zoning permit administration under Title IV, is the approval authority for any fixture that departs from the downcast shadowbox or low-wattage decorative standard, so a developer proposing pole-mounted floodlights or uplighting needs sign-off before installation rather than after a complaint. The same lighting article requires lighting studies where needed to verify compliance and lets the City Engineer approve final lighting arrangements, so a fixture-design review can run alongside a broader glare and spillage check on a single site plan. Because Section 405.550 applies in all zoning districts, the shadowbox-or-decorative fixture standard reaches commercial, institutional and multi-family development citywide, not only parking-heavy commercial corridors.
