Boise's Development Code includes light trespass standards that limit the amount of light that can spill onto adjacent properties. These standards apply to new development and redevelopment projects and are enforced through the site plan review process.
Outdoor lighting must be designed so that light levels at the property boundary do not exceed specified maximums, typically 0.5 foot-candles at residential property lines. All exterior fixtures on new commercial and multifamily development must be full cutoff design. Lighting plans may be required as part of site plan review for new development. Existing residential properties generating light trespass complaints may be addressed through nuisance provisions. Floodlights and unshielded fixtures directed at neighboring properties are discouraged.
New development with non-compliant lighting plans will not receive site plan approval. Existing properties generating light trespass complaints may be required to modify or shield fixtures. Complaints are handled through the code enforcement process with a notice and cure period.
