Brentwood's code prohibits outdoor lighting that produces excessive glare or spills onto neighboring properties at levels high enough to disturb use and enjoyment. Typical standards limit residential property-line illuminance to about 0.1 foot-candles and require shielded fixtures for bright sources.
Glare and light spillover are controlled primarily through two mechanisms: (1) development-standard lighting plans reviewed during project entitlement and (2) nuisance enforcement for existing properties. For new commercial, multifamily, and nonresidential projects adjacent to residential zones, lighting plans must demonstrate that maximum illuminance at the shared property line does not exceed approximately 0.1 foot-candles (some projects up to 0.3 fc depending on zoning), with fixture photometric data submitted to verify. Glare is addressed by requiring full-cutoff optics (no light emitted above horizontal), shielding on any fixture visible from residential properties or public right-of-way, and angle-of-view restrictions for signage floodlighting. For existing properties, glare complaints are handled under the general nuisance provisions of the municipal code. Enforcement typically begins with a warning and request to re-aim or shield the fixture; continued violations can result in administrative citations. Common issues include security floodlights aimed horizontally toward neighbors, unshielded gooseneck fixtures on barns or garages, and decorative landscape uplights that illuminate the sky or neighboring trees. Remedies include adding shields, replacing with full-cutoff fixtures, lowering wattage, or installing motion sensors so lights only activate when needed. Sports facilities and commercial parking lots are subject to shut-off or dimming requirements after business hours.
