Delano Development Code §20.10.140.1.a limits outdoor lighting from nonresidential uses to one-half (0.5) foot-candles of illumination at any property line, and prohibits blinking, flashing, oscillating, or unusually high-intensity light.
All outdoor lighting associated with nonresidential uses, excluding recreational uses, shall be shielded and directed away from surrounding residential uses. Such lighting shall not exceed one-half (0.5) foot-candles of illumination beyond the property containing the nonresidential use, and shall not blink, flash, oscillate or be of unusually high intensity of brightness.

Parking areas of 5+ spaces must average 0.5 foot-candles for visibility and security at night. All wiring for illumination must be underground. Operation of searchlights for advertising and illumination of outdoor public recreational facilities (unless an activity is in progress) is prohibited between 10 p.m. and dawn. Residential outdoor light poles, excluding street lighting, may not exceed 12 feet (§20.10.140.2.b).
