Outside DKS zones, persistent light trespass may be addressed as a nuisance under Division 13. The SRP overlay zone requires discretionary projects to minimize glare. Affected neighbors can file complaints with Code Compliance at (805) 654-2466 or pursue civil nuisance claims.
In DKS zones: non-compliant lighting must be corrected after notice. Outside DKS: addressed as nuisance with administrative penalties. Civil nuisance lawsuits are also available.
