Light trespass in unincorporated Ventura County is regulated under the Dark Sky (DKS) overlay zone and general nuisance provisions. In DKS areas, all outdoor lighting must be fully shielded to prevent light from crossing property lines.
In Dark Sky overlay zones (Β§8104-7.6), outdoor lighting must be fully shielded and directed downward, preventing light trespass to neighboring properties. Outside DKS zones, persistent light trespass may be addressed as a nuisance under Division 13. The SRP overlay zone requires discretionary projects to minimize glare. Affected neighbors can file complaints with Code Compliance at (805) 654-2466 or pursue civil nuisance claims.
In DKS zones: non-compliant lighting must be corrected after notice. Outside DKS: addressed as nuisance with administrative penalties. Civil nuisance lawsuits are also available.
