100(E), Light Trespass Standards, is Moreno Valley's numeric backstop against glare crossing onto a neighbor's land. For multiple-family residential and nonresidential properties, light spillover measured from a point five feet inside any property line cannot exceed one-quarter foot-candle of maintained illumination, a threshold repeated for single-family lighting, off-street parking and public park lighting elsewhere in the same section so the same trespass ceiling applies across use types. To hit that number, every exterior fixture covered by the chapter must be full-cutoff, meaning no light is emitted above the horizontal plane of the fixture, and fully shielded so the lamp itself is not visible from outside the property.

Wall-mounted 'wall pack' fixtures common on commercial and industrial buildings get an additional, specific rule: they must be full-cutoff and nonadjustable, and must include internal shields, baffles or reflectors on the building side to cut down wall brightness in addition to keeping light off the neighboring parcel. These trespass and shielding rules sit alongside, and are enforced together with, the separate height limits in subsection (D), up to 30 feet for nonresidential poles, dropping to 20 feet within 100 feet of a residential use, and the fixture bans in subsection (H), so a compliant installation has to clear the foot-candle ceiling, the shielding requirement and the height cap at the same time.
