Tulsa, OK Outdoor Lighting: Light Trespass & Shielding (2026)

Tulsa Zoning Code § 67.030.C limits light trespass along the lot line of the subject property to 0.5 foot-candles when abutting an agricultural, agricultural-residential or residential zoning district, and 3.0 foot-candles when abutting any other zoning district or public right-of-way. Illumination is measured 3 feet above grade or from the top of any opaque screening fence or wall along the property line. Fixtures must also be shielded so the light-producing element isn't visible from the abutting lot at 5 feet above grade (§ 67.030.B.1), and no more than 2.5% of emitted light may project above 90 degrees from nadir. The rule applies to outdoor lighting installed after the code's January 1, 2016 effective date; lighting on lots with fewer than four residential dwelling units and fixtures under 1,000 lumens are exempt.
