Light trespass occurs when outdoor lighting from one property shines directly onto adjacent properties, creating glare or unwanted illumination. Vista's development standards and nuisance provisions address light trespass by requiring all exterior lighting to be shielded and directed so that direct light does not spill beyond the property boundary. The maximum allowable light level at a residential property line is typically 0.5 foot-candles. This applies to security lights, landscape lighting, decorative fixtures, and any other exterior illumination. When the City receives a light trespass complaint, Code Enforcement investigates by visiting the site and measuring light levels. If a violation is confirmed, the property owner receives a notice of violation requiring correction within a specified timeframe, usually 30 days. Acceptable corrections include installing shielding on existing fixtures, replacing fixtures with fully shielded models, redirecting the aim of lights, or reducing wattage. Motion-activated lights must be aimed to avoid activation by activity on neighboring properties or public sidewalks. String lights and decorative lighting should be positioned so they do not create significant glare at neighboring windows. Commercial and industrial properties bordering residential zones are held to the same standards.
Property owners who fail to correct light trespass within the compliance period may receive administrative citations starting at $100. Repeated violations within 12 months escalate to $200 and then $500. In extreme cases, the City may seek injunctive relief through the courts.
