(a) Any automobile, vehicle, mobile home, manufactured home or trailer of any kind or type, without a valid license plate and/or valid decal attached thereto, shall not be parked or allowed to stand on any residentially zoned property or other zoned property unless it shall be in a completely enclosed building or on property zoned HI heavy industrial, with a land use permit issued for the operation of an automobile wrecking business or junkyard. (b) No automobile, vehicle, mobile home, manufactured home or trailer of any kind or type, which shall be in an inoperative or junk condition, shall be parked or allowed to stand on any residentially zoned property or other zoned property unless it is: (1) In an enclosed building; (2) On the premises of a business enterprise operated in a lawful manner, when necessary to the operation of such business enterprise; or (3) On property occupied and used for repair, reconditioning or remodeling of vehicles in conformance with this chapter... (f) It is found and declared that vehicles found in violation of the provisions of this section constitute a public nuisance.

Subsection (d) defines junk condition broadly: wrecked, dismantled, partially dismantled, inoperative, abandoned, discarded, or simply missing a valid tag or decal counts. Subsection (f) declares any vehicle in violation a public nuisance, and subsection (e) makes clear the section is supplemental, it does not replace other county, state or federal rules that might also apply, such as nuisance law or towing statutes.
Enforcement runs through the county's code enforcement division under Section 2-102. Inspectors who find a violation must send written notice identifying the property, the nature of the violation, how to fix it, and a compliance deadline before reinspecting. Only after the violation is not remedied does the division issue a citation to magistrate court. Because Cobb County government has authority only in unincorporated areas, this rule does not reach vehicles inside Marietta, Smyrna, Kennesaw, Acworth, Powder Springs or Austell, each of which enforces its own code.
