(1)Continuous parking of a vehicle on any public roadway in one (1) place for a period of forty-eight (48) hours is hereby prohibited, and such vehicle may be impounded. For purposes of this Section, a vehicle is deemed an abandoned vehicle when: (a)It has remained on a public street or highway or other place open to travel by the public for a period of forty-eight (48) hours or more;
