(1)Continuous parking of a vehicle on any public roadway in one (1) place for a period of forty-eight (48) hours is hereby prohibited, and such vehicle may be impounded. All abandoned vehicles found on the street or highway or any other place, whether public or private, may be impounded. For purposes of this Section, a vehicle is deemed an abandoned vehicle when: (a)It has remained on a public street or highway or other place open to travel by the public for a period of forty-eight (48) hours or more;
