Under Texas Transportation Code Chapter 683 and Grapevine Code Chapter 16, a vehicle left on a public street for more than 48 hours or on private property without the owner's consent may be declared abandoned. Inoperable, unregistered, or wrecked vehicles on residential property must be stored in a fully enclosed garage or removed within 30 days.
Texas Transportation Code Chapter 683 and Grapevine's Code of Ordinances define abandoned vehicles broadly to include vehicles left unattended on public rights-of-way for more than 48 hours, vehicles on private property without the owner's consent, wrecked or inoperable vehicles kept on residential lots without being enclosed, and vehicles with expired registration or inspection stickers kept in public view. Grapevine Code Enforcement and Police routinely tag vehicles suspected of being abandoned. Once tagged, owners have a short window, usually 72 hours, to move or restore the vehicle before it is towed to a licensed vehicle storage facility under Chapter 683 procedures. On private residential property, an inoperable, unregistered, or wrecked vehicle is considered a nuisance unless stored inside a fully enclosed garage. Homeowners given notice to abate a junk vehicle have 10 days to respond, after which the city may remove the vehicle following the procedures in Transportation Code Section 683.071 et seq. Vehicles are auctioned or destroyed if unclaimed, and owners are liable for towing and storage fees. Non-compliance can result in Class C misdemeanor fines up to $500 per day.
