Sangamon County, IL Parking Rules: Abandoned Vehicles (2026)

"Refuse" means combustible rubbish, including but not limited to paper, cardboard, wood, lumber scraps and shavings, excelsior, tree branches, yard trimmings, wooden furniture, bedding and clothing; ashes and cinders; noncombustible rubbish, including but not limited to metal, glass and plastic containers, crockery, broken concrete with protruding metal rebar, and other solid waste resulting from building construction and demolition, industrial processes, and manufacturing operations; discarded household appliances, including but not limited to stoves, refrigerators, washing machines and television sets; unmounted tires and abandoned vehicles (as defined by the motor vehicle laws of the state of Illinois), and their component parts. "Regional pollution control facility" means any waste storage site, sanitary landfill, waste disposal site, waste transfer station, waste treatment facility or waste incinerator that accepts waste from or that serves an area that exceeds or extends over the boundaries of any local general purpose unit of government. This includes sewers, sewage treatment plants, and any other facilities owned and operated by sanitary districts organized under the Metropolitan Water Reclamation District Act (70 ILCS 2605/1 et seq.)

The following are not regional pollution control facilities: Sites or facilities located within the boundary of a local general purpose unit of government and intended to serve only that entity;
