Summary
Snohomish County bars parking or storing large commercial vehicles, trailers, and construction equipment on public roads next to or within urban residential zones. In non-residential areas, the same equipment is limited to 12 hours on a public road in any 24-hour period.
(1) It is unlawful for anyone to park or store a large commercial vehicle, trailer, or any type of construction equipment on any public road adjacent to or within any urban residential area of the county at any time unless actively engaged in the loading or unloading of materials or passengers, or in connection with an approved right-of-way permit pursuant to Title 13 SCC. (2) It is not necessary that restricted parking or other traffic signs be erected for the purpose of enforcing this section.

030 makes it unlawful to park or store a large commercial vehicle, trailer, or construction equipment on any public road adjacent to or within an urban residential area, unless the vehicle is actively loading or unloading materials or passengers, or is covered by an approved right-of-way permit under Title 13 SCC. 21 SCC, listing zones R-9,600, R-8,400, R-7,200, T, LDMR, MR, and MHP. 'Large commercial vehicle' means anything with a GVWR of 14,001 pounds or more used to haul commodities, freight, or livestock, or used in construction, industry, or farming, such as bulldozers, backhoes, cranes, and welding rigs; vehicles at or under 14,000 pounds GVWR are excluded.
040 caps parking or storage of a large commercial vehicle or trailer there at 12 hours within any 24-hour period, again unless authorized by a Title 13 right-of-way permit. 040(2) both state that restricted-parking signs do not need to be posted for the county to enforce either rule, so the absence of a sign is not a defense. The chapter, added by Ordinance 19-044 in 2019, applies only on public roads in unincorporated county territory and does not reach the incorporated cities that ring it.

SCC 11.05.050 makes any violation of chapter 11.05 a traffic infraction subject to chapter 46.63 RCW, civil rather than criminal, and enforceable by the Sheriff's traffic unit without any requirement that a restricted-parking sign be posted at the location.
