City-specific rules exist: Gresham, and Portland have their own commercial & oversized vehicles rules that differ from Multnomah County's county-level regulations. If you live in one of those cities, check the city-specific page instead.

It shall be unlawful for any person, owning or having control of any vehicle, trailer or sled, in excess of three-quarter-ton capacity, or with gross vehicle weight in excess of 6,000 pounds, to park or leave it standing for storage in lieu of offstreet or garage parking of that equipment, upon any street, avenue or public way in a residential area, or upon either side of any street, avenue, or public way in front of or adjacent to any residence, church, school, multiple dwelling, hospital or playground.

Full Breakdown

County Code § 15.811 makes it unlawful to park or leave standing, for storage in lieu of off-street or garage parking, any vehicle, trailer or sled exceeding three-quarter-ton capacity or 6,000 pounds gross vehicle weight: on any street in a residential area, or on either side of a street fronting a residence, church, school, multiple dwelling, hospital or playground. Loading and unloading is exempted, but only for the actual time that work takes, and even loading can't occur within 25 feet of an intersection's curblines (15 feet where there is no curb). This applies only on unincorporated county roads, not inside Portland, Gresham, Troutdale, Fairview or Wood Village, which enforce their own codes.

Violations & Fines

Violating vehicles can be cited and towed or impounded under § 15.813; fines follow the state's Class A violation schedule, and each day the vehicle remains is a separate offense.
