The Non-Coastal Zoning Ordinance limits commercial vehicles in residential, agricultural, and open-space zones. Commercial-vehicle storage on residential property in unincorporated Ventura County is regulated by the Non-Coastal Zoning Ordinance rather than by the road-parking ordinance. Where a dwelling has a home occupation, Sec. 8106-1.2.5(g) allows only one commercial vehicle per dwelling unit, and that vehicle's rated gross vehicle weight (GVW) may not exceed 14,000 pounds, except as allowed by Sec. 8108-3.4. For larger trucks, Sec. 8108-3.4 (Accessory Parking and Storage of Large Commercial Vehicles) provides that accessory parking and storage of commercial vehicles with a gross vehicle weight greater than 10,000 pounds, including attendant trailers and equipment, is allowed in residential, agricultural, or open-space zoned lots only if one of these is met: the vehicle is required for emergency purposes and is a government vehicle or under government contract; the lot is at least 1 acre and a waiver has been obtained under Sec. 8111-1.1.2; the lot is at least 1 acre and the vehicle is parked in an enclosed structure; or the vehicle is used for agricultural production, shipping, or delivery associated with the agricultural use on the lot. On public county roads, the Traffic Ordinance and the Vehicle Code (including the 72-hour limit) apply to commercial vehicles as to others.
Keeping more than one commercial vehicle at a home-occupation dwelling, or one over 14,000 lbs GVW without qualifying under Sec. 8108-3.4, is a zoning violation. Storing a truck over 10,000 lbs GVW in a residential/agricultural/open-space zone on a lot under 1 acre, without enclosure, waiver, emergency, or agricultural justification, also violates Sec. 8108-3.4.
