On the road-use side, Section 12-24 makes it a misdemeanor to drive or move any vehicle (including load) over 16,000 pounds on a 'partially improved county highway' (an unpaved or thin-surface road), with axle limits of 6,000 lb (single tires) and 10,000 lb (dual tires); Sections 12-25 and 12-26 let the road commissioner issue special overweight permits. These supplement statewide authority under California Vehicle Code Section 22507.5, which lets counties restrict parking of commercial vehicles with a manufacturer's GVW rating of 10,000 pounds or more in residential districts. Parking violations under Chapter 12A are enforced by the Sheriff's Department and CHP via notice of violation (Section 12A-38) with civil penalties set by board resolution (Section 12A-39). A weight-limit violation under Section 12-24 is a misdemeanor; under County Code Section 4-12 a misdemeanor with no specific penalty is punishable by a fine up to $500 and/or up to six months in jail, with each day a separate offense.
