Sutter County Code Chapter 1137 bans parking commercial vehicles over 10,000 lbs GVWR on county roads in the designated Unincorporated Residential Area and bans driving commercial vehicles over 14,000 lbs on non-truck-route roads there. The zoning code separately prohibits truck tractors or trailers of five tons or more on any street or parcel in residential zoning districts.
Under Sutter County Ordinance Code Section 1137-040, adopted pursuant to California Vehicle Code Section 22507.5, no person may park a commercial vehicle with a gross vehicle weight rating exceeding 10,000 pounds (or a tractor-trailer combination exceeding 10,000 pounds) on any county road within the Unincorporated Residential Area - defined in Section 1137-012 as residence districts in three mapped areas near Yuba City (bounded by Bogue/Township/Pease Roads, Butte House Road/Howlett Avenue/Markley Road/Township Road, and Barry Road/Bogue Road/Highway 99). Section 1137-020 also prohibits driving, operating, or towing commercial vehicles over 14,000 pounds gross weight on county roads in that area unless the road is a designated truck route, with exceptions in Section 1137-060 for utility vehicles, emergency vehicles, local agricultural/commercial operations, and direct-route pickups and deliveries. The Development Services Director may issue special permits under Section 1137-070. In addition, Zoning Code Section 1500-20-060(F)(2) prohibits commercial truck tractors or trailers weighing five tons or more on any street or parcel within a residential zoning district, with use-permit exceptions possible in ER, RAN, and R-1 districts.
Parking violations under Section 1137-040 carry a $35 civil parking penalty per violation. Other Chapter 1137 violations are infractions punishable by $100 for a first offense and $200 for a second within 12 months; a third violation within 24 months is a misdemeanor punishable by a $300-$500 fine, up to six months in county jail, or both (Section 1137-120).
