In unincorporated Colusa County only the road commissioner (under board authority) may place curb markings, which carry standard meanings: red (no stopping at any time), yellow (timed loading), and white (passenger loading). Parking contrary to a legible curb marking is prohibited.
Colusa County Code Section 12-18 authorizes the road commissioner, subject to the board of supervisors' authority by ordinance or resolution, to place curb markings that indicate parking and standing regulations, and assigns them set meanings: (a) Red means no stopping, standing, or parking at any time except as permitted by the Vehicle Code, and except that a bus may stop in a red zone marked or signed as a bus zone; (b) Yellow means no parking 8 a.m.-6 p.m. (except Sundays and holidays) except for loading (three minutes for passengers, 20 minutes for materials); (c) White means no parking except passenger loading not exceeding three minutes, 8 a.m.-6 p.m., with all-times restrictions in front of hotels and theaters. Section 12-19 makes it unlawful to stop, stand, or park adjacent to any legible curb marking in violation of these meanings. Section 12A-10 ('Curb zones') cross-references Section 12-18 and likewise prohibits parking adjacent to a legible curb marking in violation of its provisions. Bus-zone curbs are red-lined with 'NO STANDING / BUS ZONE' lettering placed by the road commissioner under Section 12A-8. The authority to place these markings rests with the road commissioner; the code does not authorize private parties to paint curbs.
Parking contrary to a curb color is enforced by the Sheriff and CHP via notice of violation under California Vehicle Code Section 40202, with civil penalties set by board resolution (Sections 12A-38, 12A-39). Because only the road commissioner is authorized to place curb markings (Sections 12-18, 12A-8), curb colors painted by residents are not official and are not enforceable parking restrictions.
