Curb colors in unincorporated Sacramento County follow California Vehicle Code Section 21458, which says only local authorities may mark curbs to indicate parking rules. Curb painting is controlled by state law and the County's own parking ordinance. Curb colors are enforceable only where officially placed.
Only officially placed curb markings are enforceable. A privately painted curb is not a valid parking restriction, and unauthorized marking or alteration of a public curb/right-of-way can itself be addressed as a violation by the County.
