020, whenever the City Council finds by resolution that parking on a street, alley or city-controlled property creates a traffic hazard or congestion, the Director of Public Services must post signs or paint the entire curb surface red, and it becomes unlawful to stop, stand or park there against the signs or red paint. That same section separately bars stopping within 50 feet of a railroad crossing, 20 feet of a crosswalk, or 30 feet of a traffic signal, stop sign or flashing beacon, and lets the City Engineer flag any other spot as a hazard for up to 50 feet.

070 authorizes green curb paint or matching signs limiting parking to 20 minutes, enforced by the Director of Public Services. 010 covers loading and bus zones: the City Engineer determines the location and the Director of Public Services marks the curb yellow for a general loading zone (freight or passengers), white for a passenger-only loading zone, and red for bus stops, each lettered in contrasting paint identifying its use; red curb is also used outside hospitals, police stations and theaters to bar stopping. 090 separately makes it unlawful to stop at any curb the Director of Public Services has painted or marked red.
