Section 10.16.090 flatly forbids any person or agency from painting a street or curb surface unless the city traffic engineer has authorized it first. The only carve-out is for curb address numbers, and even that exception only applies if the painter has complied with the city's separate numbering ordinance, Chapter 8.36, Curb Numbering Regulations. Under § 8.36.010, no one may paint, mark, inscribe, or affix an address number on a publicly owned or controlled curb, parkway, or street without a permit from the city engineer.

Applicants must file a signed application under penalty of perjury identifying every painter and every door-to-door solicitor, disclose whether any solicitor is a registered sex offender or has a qualifying felony conviction within the past ten years, post a $250.00 completion bond, and agree to indemnify the city. Section 8.36.030 gives the city engineer five business days to check completeness and 45 days from a complete application to issue or deny the permit; any permit granted is valid no more than 90 days and cannot cover a service area re-permitted within the prior two years (§ 8.36.050).

Section 8.36.040 sets the paint standard: numerals must use reflective masonry paint meeting city engineering specifications, in a size, color and style the city engineer approves, placed no more than one inch from the top of the curb face. Painting that ignores § 10.16.090 or the § 8.36.010 permit requirement exposes the painter to prosecution under the citywide penalty section, § 1.12.010.
