Rancho Cucamonga Municipal Code Chapter 10.56 and California Vehicle Code Section 22669 authorize the removal of vehicles deemed abandoned on public streets or private property. A vehicle is generally considered abandoned if it remains in the same location on a public right-of-way for more than 72 hours, shows signs of disuse such as flat tires, expired registration exceeding six months, broken windows, or is visibly inoperable. Upon receiving a complaint, RC Police or Code Enforcement officers mark the tires with chalk and issue a 72-hour removal notice affixed to the windshield. If the owner does not move or repair the vehicle within 72 hours, it is towed at the owner expense by a contracted tow operator. The San Bernardino County Service Authority for Freeway Emergencies and Abatement (SAFE) funds abandoned vehicle abatement through a 1 dollar vehicle registration surcharge. Abandoned vehicles on private property require a property owner signed authorization before removal can occur, or Code Enforcement can issue an administrative abatement order.
