There is no CCC provision letting private residents paint curbs, so no verbatim curb-color rule is quoted. Painting or marking a public curb is not a resident right and can itself be a right-of-way violation. The county does regulate curb-face parking behavior: CCC 10.04.020(9) states 'It is unlawful for any person to repark a vehicle on the same curb face within the same block (street between two (2) consecutive intersections) to avoid the maximum time limit for parking in that particular block, and such act shall be punishable by a penalty of not less than fifty dollars ($50.00), and the vehicle is subject to immediate impoundment.'
