Together these rules mean a homeowner generally must keep required parking on a paved surface, may not block a neighbor's (or their own) driveway access on the street, and should not pave or expand a driveway beyond what zoning and surface limits allow without checking with the city.
Parking that blocks a public or private driveway violates Alabama Code 32-5A-137 and can be ticketed or towed. Using an unpaved area for required parking, or exceeding allowed parking coverage in the Urban Core, can trigger a zoning/property-maintenance notice from Inspection Services.
