Driveway parking on residential lots in unincorporated Ventura County is governed by the Non-Coastal Zoning Ordinance. Sec. 8106-5.3 (Parking in Setbacks) prohibits parking in a required setback except that fully operative, licensed, and registered motorized vehicles may be parked in the front or street-side setback when located in a driveway leading to a garage, carport, or other required parking space for single- or two-family dwellings. Those vehicles and operative nonmotorized conveyances accessory to the dwelling (such as bicycles or boat or vehicle trailers) may also be parked on a paved area no wider than 10 feet adjacent to the driveway. On one side of an interior lot, a minimum 3-foot strip must be kept free of all motorized vehicles and open storage. The ordinance also addresses driveway design and safety: it requires a clear sight triangle of unobstructed visibility at driveways and street intersections, and limits fence/wall and landscaping height in a 10-foot-by-10-foot triangle on each side of a driveway adjacent to a street so drivers can see oncoming traffic. Separately, on the road side, County Traffic Ordinance Sec. 7235 prohibits parking in a private driveway without the owner's consent, and Vehicle Code rules prohibit blocking a driveway.
Parking in a required front or street-side setback outside the allowed driveway and 10-foot paved strip, filling the required 3-foot clear strip on an interior lot, or planting/building so as to block the driveway sight triangle, are zoning violations. Parking in another person's private driveway without consent violates Traffic Ordinance Sec. 7235.
