It is unlawful to park or store a vehicle on the unpaved front-yard area of any home or business, or on servitudes, levees and neutral grounds. Off-street parking areas must have an approved all-weather hard surface.
Jefferson Parish Code Sec. 36-5 prohibits parking, storing, driving or riding a motor vehicle on canal servitudes, levees, drainage servitudes, neutral grounds, medians, the right-of-way between the paved street and property line, or on the unpaved or non-graveled front-yard area of any private residence or business, unless the parish has permitted and signed it. A vehicle parked there is tagged and subject to the same towing process as junked or abandoned vehicles. The zoning code (Sec. 40-662(j)) also requires parking areas to be paved with an approved all-weather hard surface.
An illegally parked vehicle is tagged by code enforcement and, like a junked or abandoned vehicle, may be towed under Article V, with fees and penalties owed by the owner.
